Chase ended with crash early Thursday.

NEWARK -- A police chase from Newark ended when the fleeing vehicle crashed in Union Township early Thursday, authorities said.

A juvenile was arrested at the scene on Morris Avenue, near Route 22, while two other suspects remained at large, according to Capt. Derek Glenn, spokesman for the Newark Public Safety Department.

The vehicle matched the description of one used in several recent robberies in Newark, police said. Officers tried to stop the vehicle around 3 a.m., but the driver fled.

There were no injuries from the chase, Glenn said. State Police and Union Township officers helped make the arrests.

Authorities were expected to release more details later Thursday.

The owners of an adult medical daycare in Edison have agreed to pay a $2.72 million settlement over allegations they improperly billed and received Medicaid payments.

NEWARK -- The owners of an adult medical daycare in Edison have agreed to pay a $2.72 million settlement over allegations they improperly billed and received Medicaid payments.

The current and former owners of Edison Adult Medical Daycare have agreed to pay the settlement to resolve allegations that the daycare billed and received Medicaid payments after former owner Dinesh Patel was excluded from participating in the healthcare program following a 2012 conviction for accepting kickbacks, authorities said.

For more than three years, the daycare claimed and received the payments under the supervision of Patel, who in 2012 pleaded guilty to accepting cash kickback payments from Orange Community MRI LLC in exchange for patient referrals, the U.S. Attorney's Office said.

He was sentenced to three months in jail and two years of supervised release, and later was excluded from participating in the Medicaid program, authorities said. Five days after the exclusion, he transferred his 50 percent ownership interest in the daycare to his wife, Daxa Patel.

The settlement also resolves allegations that the current owners, Daxa Patel and Satish Mehtani, had full knowledge that Dinesh Patel was managing the daycare while he was an excluded Medicaid provider.

Dinesh Patel has agreed to another five-year exclusion from participating in all federal health care programs until 2022, acting U.S. Attorney William E. Fitzpatrick said.

Menendez traveling to Puerto Rico, calls on Trump to do more

NEWARK -- U.S. Sen. Robert Menendez called on the federal government to send more resources to Puerto Rico as he prepared to travel to the island Friday to survey the massive damage caused by Hurricane Maria.

During a press conference Thursday afternoon, Menendez said he will meet with Puerto Rico Gov. Ricardo Rossello on Friday to better understand the "magnitude of the humanitarian challenge" on the island and gauge how the federal government can help send citizens necessary resources.

He also called on President Donald Trump to issue a full-disaster declaration for the entire island, urging the president to appoint a special assistant for rebuilding and request more funding to help the island's Medicaid program.

"We are the most powerful nation on the face of the Earth," Menendez, whose brother lives on the island, told reporters at Newark Liberty International Airport. "It's time to use that power on behalf of 3.5 million United States citizens in Puerto Rico who face a unique challenge."

Menendez will leave New Jersey on Thursday night for Miami, where he has a connecting flight to San Juan, Puerto Rico, on Friday morning. He will tour the island with Rossello before returning to the Garden State late Friday or early Saturday, assuring he is back in federal court Monday to appear at his trial on bribery and corruption charges.

In a series of tweets, Menendez asked Trump to move forward with eight actions he and ranking members of the U.S. Senate Committee on Energy and Natural Resources laid out in a letter to the president on Thursday. Those include sending experts from the Department of Energy and assets from the Department of Defense to the island devastated by hurricanes Irma and Maria.

Hurricane Maria wreaked havoc on Puerto Rico and other parts of the Caribbean more than a week ago, causing fierce winds at 155 mph, torrential rain and raging rivers. The Category 4 storm was measured as one of the strongest storms to make landfall in the United States, wiping out power and cutting off communication to most parts of the island. 

Some Puerto Ricans have struggled to find basic necessities. People lined grocery stores and gas stations, and a catastrophe risk consulting service estimated the hurricane caused $40 billion to $85 billion in insured losses in the Caribbean, most of which occurred in Puerto Rico.

At the press briefing, Newark City Councilman Luis Quintana, whose family moved from Anasco, Puerto Rico, to Newark when he was eight, said his hometown mayor recently called him and asked for help.

"He said, 'Please help. This is getting out of hand,'" Quintana said.

In making her remarks, State Sen. Teresa Ruiz called the situation in Puerto Rico a "crisis we have not seen in modern history."

Newark, Port Authority sending personnel to assist in Puerto Rico

NEWARK -- Newark police officers and firefighters as well as a contingent of 70 staff members from the Port Authority of New York and New Jersey will be heading to Puerto Rico in the coming days to assist in recovery efforts following Hurricane Maria.

"We are already working with great energy to raise funds, manifest support, and show empathy with the fellow Americans of Puerto Rico who are suffering greatly in this unprecedented and devastating natural disaster," said Mayor Ras Baraka. 

"Now we are stepping up to the plate in person by putting Newark's finest - our emergency management staff, police officers and firefighters - into action in the communities of Puerto Rico to bring professional manpower, our first response service members, bringing support, assistance, and most importantly, compassion and love, to those in need. To the residents of Puerto Rico, we are saying, 'You are not alone. Help is on the way.'" 

Maria made landfall Sept. 20 as a powerful Category 4 hurricane, leaving virtually all the territory's 3.4 million residents without power in its wake. More than half the island lacks potable water and 80 percent of its crop value was wiped out, The New York Times reported.

In addition to police and firefighters, Newark is sending staff from the Office of Emergency Management staff in three teams and in conjunction with the State Police. The teams will bring generators and other vital equipment, the city said.

Newark is also hosting a fundraiser with the American Red Cross Oct. 8 from 11 a.m. to 6 p.m. at the Flamboyan Manor, 147 Verona Ave.

The Port Authority staffers include personnel from the aviation department who will assist in efforts to re-start operations at San Juan International and other airports, as well as staff who will assess the damage at the Port Of San Juan. Port Authority police will help with security efforts, the agency said.

Newark residents concerned about homeless shelter for veterans | Carter

Newark residents in the Ironbound are concerned about a proposed homeless shelter for veterans.

An empty three-story office building in Newark's Ironbound section is at the center of a heated dispute between those who wish to use it as a sorely needed shelter for homeless veterans and nearby residents who fear its impact on the community.

Independence: A Family of Services Inc., a nonprofit multiservice agency in Irvington, once operated the building as an alternative high school for dropouts and a place for families and children in crises to receive social services. Now the agency sees it as a place for homeless vets.

Everyone knows there is a need to help veterans, but residents and East Ward Councilman Augusto Amador believe their working-class neighborhood is not a suitable location for the shelter and scope of mental and behavioral health services that Independence wants to provide.

They note that it's across the street from a preschool at the corner of Van Buren and Elm streets and within blocks of the library, East Side High School and another school.

In April, Amador, who also is also a Planning Board member, said he met with Margaret Woods, president of Independence, and explained that he couldn't support the project unless the community was behind it.

Woods has support from the mayor's office in a letter dated July 24, but  a community meeting last week that she organized didn't go well. About 200 residents showed up at the meeting, but Woods ended it because she said residents' anger over her proposal prevented discussion.

Residents disagreed, saying, they weren't getting satisfactory answers about what Independence wants to do.

"They're promoting it as a VA shelter, only to switch it over to a full-time shelter,'' said Manuel Lima. "That's how it's coming across when we ask questions,'' about hiring, credentials, staff ratio to residents and security. "It seems a little fishy."

This much we do know from Woods, who says she's about transparency and honesty: The plan calls for a 40-bed facility and transitional program to help veterans become stable so they can move into permanent housing. There will be mental and behavioral health services, life-skills training and workshops to help them reconnect with their families. Staff will be experienced employees, who have worked with veterans in residential programs, including the chief operating officer at Independence.

Services will be on the premises and veterans will be transported to programs they are a part of at the Veterans Administration Hospital in East Orange and other venues.

She stresses that veterans will be at the site and not hanging outside in front of the property nor roaming the neighborhood.

"There is a need in the community that has to be addressed,'' Woods said. "It is unconscionable that veterans are placed in general population shelters that aren't equipped to meet their special needs.''

The New Jersey Department of Military and Veteran Affairs says there aren't accurate statistics on the number of homeless veterans, but a January 2016 survey by the U.S. Department of Housing and Urban Development counted over 39,000 homeless vets nationwide, 556 in New Jersey.

In Newark, about 200 veterans, most of whom are homeless in the area, show up at an annual "Stand Down" event to receive government services, medical treatment and help with seeking employment

"No one has a problem with veterans putting their life on the line for them," Woods observed, "but evidently our hometown heroes aren't good enough to live next door to you."

Residents and Amador reject the "Not in My Backyard'' argument, saying that is not the issue. They are not confident that Independence has the experience to provide the service because the agency has not worked with this population.

"They deserve more than a shelter,'' said Paula Vieira, an Ironbound resident for 30 years. "They need someone with the capacity to handle this.''

Residents also are worried about safety and the facility's proximity to schools.

"The building is not conducive to provide the type of services that they want to provide,'' Amador said. "No one has anything against the veterans. That's not the issue. This is a stable neighborhood.''

Paula Sociedade, a psychologist with a practice across the street, is concerned about screening for post-traumatic stress syndrome and said there isn't a courtyard on the grounds for the veterans to congregate."Where are these people going to spend their time?'' she said.

A report from the Central Planning Board staff said, "Safety, security and quality of life issues are a major concern in this location.''

Independence can't do anything unless the Planning Board grants several variances to change the use from an office building to a shelter operation. The site lacks parking for such a use, and there's not enough front, side and rear yard setback, which is the distance between the building and the street line.

Woods said there will be another meeting with residents to talk about the need for the veteran facility and why her agency's 46-year history of serving families and children in crisis shows it has the experience to work with veterans.

When the agency opened in 1971, it served high school dropouts before expanding into services for families and children. After 20 years or so, the agency's programs shifted to Irvington, and the Newark property became an office building for tenants and its administration until a fire forced them out two years ago.

Amador said he's willing to help Independence find a better location for its program. Woods said she is not unreasonable, but her preference is to stay put, "because I strongly believe that the way you reintegrate people back into the community is by having them live in the community and not hidden away some place.''

A contingent of residents still upset from the community meeting attended the Planning Board meeting Monday protest the proposal, but the item was adjourned to Nov. 6.

 In the meantime, Woods will make her case for the veterans shelter.

"Ultimately, people in the community are either going to believe me or not," she said. "There's no currency in my not telling the truth.''

NEWARK -- A Newark man wanted in a gunpoint store robbery in the city was arrested late Thursday and found with heroin and cocaine, authorities said.

Jah'Lil Banks, also known as Kasib Jones, 23, of Newark, was charged with robbery, weapons and drug offenses after police stopped him at Franklin Avenue and Anthony Street, according to city Public Safety Director Anthony Ambrose.

Police recovered 23 packets of heroin, 31 vials of cocaine and $170 in suspected drug money from Banks during the arrest, Ambrose said.

Banks and two other men stole money from the cash register in a May 18 holdup at La Mina De Oro Grocery on Oriental Street, according to authorities. Police were also seeking the two other accused robbers.

A woman who was convicted of murdering her husband in Kenya three years ago apparently has ties to the Garden State.

NAIROBI, KENYA -- A woman who was convicted of murdering her husband in Kenya three years ago apparently has ties to the Garden State.

Sheila Wanjiku Kibinge, known also as Sheila Kairu, was convicted in July of the murder of Leonard Kibinge Kiruri in Gitaru village on April 14, 2014, and later sentenced to death by hanging, according to the Kenyan newspaper Daily Nation.

Wanjiku Kibinge, who currently holds certificates for elementary education, physical science and as a supervisor in New Jersey, told the state Board of Examiners she had been charged with murder but pleaded not guilty.

Wanjiku Kibinge, who has a residence in Maplewood, told the teachers' licensing board she'd been traveling at night with her husband when they were carjacked and he was murdered. The board voted to suspend her teaching licenses in July pending the outcome of the charges against her, which was formally adopted on Sept. 15. 

According to the Daily Nation, Wanjiku Kibinge, who was described as a university lecturer based in the United States and a PhD student, allegedly killed her husband in a dispute over family property

While no direct evidence or weapon linked Wanjiku Kibinge to the crime, circumstantial evidence and inconsistencies in her account led to her conviction in August, with High Court Judge Jessie Lessit rejecting Kibinge's defense that her husband was killed by kidnappers, Mwakilishi.com, a Kenyan news site, reported.

The news outlet reported that Wanjiku Kibinge testified she walked away after hearing a blast before she and her husband's car crashed into a fence, and that she didn't check on her husband after the crash.

She also reportedly went to the police station in Nairobi instead of a closer police station following the incident, and changed her clothes by the time she reported the crime.

City firefighters rescue man from blaze Saturday

The man was taken to University Hospital, where he was treated for smoke inhalation,

NEWARK -- City firefighters rescued a man from a two-story building Saturday morning during a fire. 

The fire was reported at about 6:15 a.m. and put out within 45 minutes, Newark Public Safety Director Anthony F. Ambrose said in a release. 

The man was taken to University Hospital, where he was treated for smoke inhalation, Ambrose said. 

Six people were displaced. No one else was injured in the blaze.

The city's arson unit will investigate the cause of the fire, according to Ambrose.
