Judson was transported to University Hospital, where he was pronounced dead at 8:34 p.m., authorities said.
Officials say they are investigating the shooting, and asked anyone with information to call the prosecutor's Tips Line at 877-847-7432.
The city's 69th homicide of the year comes on the heels of a press conference during which Murray, Ambrose, and Newark Mayor Ras Baraka announced more than a dozen arrests in recent shootings.
